3月10日,由ISEA合规管理分会主办、上海潭澈管理咨询有限公司承办的“跨境电商财税合规和全球税务筹划”沙龙,在上海成功举办。

活动汇聚了来自物流、法律、金融等领域的近50位代表参与,现场交流气氛热烈。
中国交通运输协会航运物流分会秘书长、ISEA首席商务官王修平
王修平在致辞时表示,3月9日,包括纽酷国际、大森林全球物流、德速电商物流等在内的十家头部物流企业,联合发布了《致中国跨境卖家与物流同仁的倡议书》,此举意味着“风暴已至,而非将至”。同时,美国海关与司法部已启动刑事化执法新阶段,严查虚假贸易及虚假进口商等行为。为此,行业从业者要对税务合规风险保持高度警惕,要在“合规的紧迫性”与“合规的经济性”上做好平衡。
他进一步表示,出海不是短跑,而是马拉松。经营不是赌概率,通关也不是开盲盒,合规要靠大环境,大环境要有人先推动,ISEA愿意和有志于相互赋能的伙伴一起,为会员提供“小投入、大确定”的解决方案,让出海品牌既能赢下市场,更能赢得尊重!
王修平还向与会代表通报了“第四届国际港航物流暨多式联运(上海)展览会”(ISL Expo 2026),将于4月22日至24日在上海跨国采购会展中心举办,同期举行的货主论坛,将在上届光伏、家电、汽车及零部件、工程机械、轮胎、跨境电商、钢铁制品、家具、冷链、医药、化工等品类的基础上,增加动力电池及储能柜、工业机器人、半导体、消费电子等品类,合计举办15个行业的产品出口及国际供应链物流论坛。
展会同期,还将举办20余场物流行业会议,预计届时将吸引包括3000位外贸货主物流负责人、15000位国际货代物流企业代表在内的25000位专业买家和观众观展洽谈。

在主题分享环节,拥有30余年国际税收实务经验的潭澈咨询合伙人、高级税务顾问赵卫刚,带来了题为《出口退税新政——国际物流和跨境电商如何绝境求生?》的讲座。
赵卫刚用详实的案例,介绍了买单出口(骗税)行为的危害性,以及在法律层面要受到刑事处罚。同时,他还分享了出口退税的原理及方法,并强调跨境电商企业应理性看待税负、放平心态看待合规成本、找到对的人实现合规转型。
他认为,出海企业要在诊断分析、应对方案、外部实施、内部实施、持续改进等五方面,统筹把握,以实现合规转型并占得先机。

此外,潭澈咨询高级税务顾问周韵分享了自身的财务管理经验。她提到,在海外税务稽查越来越严格的今天,由于每个国家的税务政策、税法体系不同,怎样预防性设置更好的流程管理措施,对于跨境电商企业是突出的问题。她还提醒跨境电商企业,要注意不同国家间的文化差异,避免由此导致沟通不畅。

The ISEA Compliance Management Branch hosted its first professional salon, bringing new perspectives on financial and tax compliance for cross-border e-commerce enterprises.
On March 10, the salon themed "Cross-Border E-commerce Financial & Tax Compliance and Global Tax Planning," organized by the ISEA Compliance Management Branch and hosted by Shanghai Tanchen Management Consulting Co., Ltd., was successfully held in Shanghai.
Leaders and guests attending this salon included: Wang Xiuping, Secretary-General of the China Communications and Transportation Association - Shipping and Logistics Branch(CCTA-SLB) and Chief Commercial Officer(CCO) of ISEA; Mao Jiaqi, Deputy Secretary-General of the China Communications and Transportation Association - Shipping and Logistics Branch(CCTA-SLB) and Secretary-General of the ISEA Shanghai Port; Weng Yiwei, Secretary-General of the ISEA Compliance Management Branch and Deputy General Manager of Shencai Zhike; Wang Xiaosong, General Manager of Tanchen Consulting; Zhao Weigang, Partner and Senior Tax Advisor at Tanchen Consulting; and Zhou Yun, Senior Tax Advisor at Tanchen Consulting.

In his opening remarks, Wang Xiuping noted that on March 9th, ten leading logistics companies, including Newcool Logistics, Dasenlin Global Logistics, and Dsuch E-commerce Logistics, jointly issued the "Proposal to Chinese Cross-Border Sellers and Logistics Colleagues." This action signifies that "the storm has arrived, not just impending." Simultaneously, U.S. Customs and the Department of Justice have initiated a new phase of criminal enforcement, strictly investigating behaviors such as fraudulent trade and fraudulent importer practices. Therefore, industry practitioners must maintain high vigilance regarding tax compliance risks and strive to balance the "urgency of compliance" with the "economics of compliance."
He further stated that going global is not a sprint but a marathon. Business is not about gambling on probabilities, and customs clearance is not about opening mystery boxes. Compliance relies on the overall environment, and someone must first drive progress within that environment. ISEA is willing to work with partners committed to mutual empowerment to provide members with solutions offering "small investment, great certainty," enabling global brands not only to win markets but also to earn respect!
Wang Xiuping also informed attendees that the "4th International Supply Chain Logistics Exposition(ISL Expo 2026) will be held from April 22nd to 24th at the Shanghai Convention & Exhibition Center of International Sourcing. The concurrently held Cargo Owners Forum will, based on the previous edition's categories (photovoltaic, home appliances, automotive parts, engineering machinery, tires, cross-border e-commerce, steel products, furniture, cold chain, pharmaceuticals, chemicals, etc.), add new categories including power batteries & energy storage containers, industrial robots, semiconductors, and consumer electronics. A total of 15 industry-specific forums on product export and international supply chain logistics will be held.

In his address, Wang Xiaosong, General Manager of Tanchen Consulting, introduced that as one of the founding units of the ISEA Compliance Management Branch, Tanchen Consulting focuses on how international logistics and cross-border e-commerce can survive under the new export tax rebate policies. Through thematic sharing, financial and tax services, project introductions, research discussions, and starting from fundamental logic, it directly addresses industry pain points, clarifies complex issues, and provides actionable solutions for ISEA member companies, actively empowering the compliant development of the industry.
Zhao Weigang, Partner and Senior Tax Advisor at Tanchen Consulting
During the thematic sharing session, Zhao Weigang, Partner and Senior Tax Advisor at Tanchen Consulting with over 30 years of international tax practice experience, delivered a lecture titled "New Export Tax Rebate Policies: How Can International Logistics and Cross-Border E-commerce Survive?"
Using detailed case studies, Zhao Weigang explained the dangers of the "buying export" (tax fraud) practice and the criminal penalties it entails under the law. He also shared the principles and methods of export tax rebates, emphasizing that cross-border e-commerce enterprises should view tax burdens rationally, maintain a balanced perspective on compliance costs, and find the right people to achieve compliance transformation.
He believes that companies going global need to coordinate and manage five aspects: diagnostic analysis, response planning, external implementation, internal implementation, and continuous improvement, in order to achieve compliance transformation and gain a competitive edge.
Zhou Yun, Senior Tax Advisor at Tanchen Consulting
Furthermore, Zhou Yun, Senior Tax Advisor at Tanchen Consulting, shared her financial management experience. She mentioned that with overseas tax audits becoming increasingly stringent today, the varying tax policies and legal systems of different countries make proactively setting up better process management measures a prominent issue for cross-border e-commerce enterprises. She also reminded cross-border e-commerce companies to be mindful of cultural differences between countries to avoid communication barriers arising from them.

During the project introduction segment, Bai Minfang, Commercial Director of Tanchen Consulting, systematically outlined Tanchen Consulting's service offerings, which include comprehensive enterprise consulting, strategic and operational management, classic financial management, and tax support for enterprises going global. Taught by top experts, this course helps cross-border e-commerce enterprises and service providers systematically overcome financial and tax compliance challenges and leverage financial tools to achieve profit growth.

In the roundtable discussion segment, Weng Yiwei, Secretary-General of the ISEA Compliance Management Branch and Deputy General Manager of Shencai Zhike; Zhao Weigang, Partner and Senior Tax Advisor at Tanchen Consulting; Qin Heyi, CEO of Qinye Technology; Zhou Yun, Senior Advisor at Tanchen Consulting; Yao Jian, General Manager of Jianjie Trading; Lin Xiao, Branch Manager of Tailong Bank Hongkou Sub-branch; and Xu Jia, Key Account Sales Manager of Meixin Logistics, engaged in in-depth discussions on issues faced during cross-border e-commerce, including currency settlement, door-to-door DDP (Delivered Duty Paid) services, AI-assisted product selection, and customs clearance. They provided a wealth of solutions for the challenges confronting cross-border e-commerce enterprises.
Additionally, Lin Xiao, Branch Manager of Tailong Bank Hongkou Sub-branch, introduced "e-MaiTong," a convenient tool with ultra-low rates for cross-border e-commerce collections, assisting domestic e-commerce enterprises in their global sales efforts.
