中国交通运输协会航运物流分会2026年度工作联席会议,成功召开

3月16日,中国交通运输协会航运物流分会(简称分会)2026年度工作联席会议,在浙江省湖州市成功召开。

中国交通运输协会副会长李作敏莅临指导,中国交通运输协会航运物流分会会长、上海国际港务(集团)股份有限公司副总裁王海建,出席会议并讲话,中国交通运输协会航运物流分会常务副会长、中国航务周刊总编辑陈宏兵,出席并主持会议。

中国交通运输协会副会长李作敏

中国交通运输协会副会长李作敏在讲话时表示,按照新一届理事会的会议精神,分会要明确以“服务国家、服务社会、服务群众、服务行业”为宗旨,聚力建设全国一流行业协会。他提到,航运物流业是综合交通运输体系的核心组成部分,是畅通双循环、服务高水平对外开放的关键支撑。分会在未来工作中要坚持正确政治引领,锚定正确方向;聚焦主责主业,服务行业发展;深化开放合作,拓展发展格局;坚持会员为本,提升服务效能。

他进一步强调,在新形势下,党中央对全国协会工作提出了新的发展要求,分会下一步工作将面临三项转变:一是从重自身需求做活动为主,向重发展大局做服务转变;二是从重协会扩大会员规模为主,向重构建良好互补的协会生态转变;三是从重会员感情联系纽带为主,向重会员间价值效益回报转变。

他最后表示,本次会议主题明确,既群策群力又内容集中,是一次务实高效的会议。

中国交通运输协会航运物流分会会长、上海国际港务(集团)股份有限公司副总裁王海建在致辞时表示,全国两会刚闭幕,“十五五”规划明确了构建高水平市场经济体制、扩大高水平对外开放、推进绿色转型等部署,航运物流作为综合交通核心环节,是畅通双循环、支撑“中国制造出海”的关键力量,行业正迎来转型升级的关键机遇期。作为全国唯一服务航运物流业全产业链的社团组织,过去一年,分会在中国交通运输协会的坚强领导下,努力拼搏、锐意进取,团结和带领全体会员同心协力,紧扣“全球化、数字化、绿色化”方向,圆满完成了2025年度工作。

他同时表示,分会强化组织建设,搭建数字平台、编印订舱指南,完善全域服务网络;实施海外战略,牵手国际组织,开展海外合规沙龙,为会员出海护航;深化口岸协同,全国各口岸特色活动百花齐放,形成“全国一盘棋”格局;赋能人才培养,分会商学院落地多场公益课、实战课,输送专业人才;做强会展平台,国际港航物流展、“黄金60秒”对接会成为资源整合重要载体;推进标准制定,《国际航运物流企业ESG评价通则》全球首发,填补行业空白。每一项成果,都凝聚着大家的心血,向大家表示诚挚感谢!

此外,他还提到,在面临全球贸易格局调整、数字化变革、绿色发展升级的新形势下,分会要站在“十五五”规划开局新起点,从立足服务国家战略决策需要、服务会员市场发展诉求等方面,提出五点工作要求:一是筑牢政企沟通桥梁,精准传递发展导向;二是加快行业标准编制,引领规范发展;三是深化全球网络布局,助力会员出海;四是做优做强品牌活动,搭建产业对接平台;五是强化人才与数字建设,夯实发展根基。

中国交通运输协会航运物流分会常务副会长、中国航务周刊总编辑陈宏兵表示,分会的工作离不开上级协会的坚强领导,离不开分会各级领导的团结协作,离不开各地会员单位的大力支持,也离不开秘书处同事们的辛勤工作。他相信,在各方的信任和支持下,分会的工作将取得更大的成果,更好地发挥平台作用,为国家、为行业、为会员做出贡献。

同时,他还介绍了分会参与主办的“第四届国际港航物流暨多式联运(上海)展览会”的具体情况。本届展览会上,将在上届光伏、家电、汽车及零部件、工程机械、轮胎、跨境电商、钢铁制品、家具、冷链、医药、化工等的基础上,增加动力电池及储能柜、工业机器人、半导体、消费电子等,合计举办15个行业的产品出口及国际供应链物流论坛,他期待与产业链上下游各方,2026年4月22日至24日相聚上海跨国采购会展中心,共享商机,共谋发展。

中国交通运输协会航运物流分会秘书长王修平,代表分会秘书处做2025年-2026年度工作报告。

王修平表示,2025年,分会围绕加强组织建设,打造全域服务网络;实施海外战略,构建全球合作网络;深化口岸协同,升级全域服务网络;赋能行业人才,构建长效学习体系;做强展会平台,整合行业优质资源;推进标准制定,规范企业ESG发展等六方面重点开展工作,得到了社会各界和会员单位的一致好评。此外,2025年,分会还积极参与主办“第三届国际港航物流暨多式联运(上海)展览会”、中国交通运输协会航运物流分会2025年会,打造“黄金60秒”跨口岸对接大会等专业活动。

对于2026年分会工作计划,王修平强调,将在中国交通运输协会领导及分会领导的正确指导下,按照中国交通运输协会统一部署,深刻把握“十五五”规划发展重点和要求,进一步发挥自身桥梁纽带作用,努力做好:畅通政企沟通渠道,精准传递政策导向;推进《国际供应链物流企业服务能力评估》(团标)编制,引领行业规范发展;深化全球网络布局,助力会员对接海外资源;做强国际港航物流暨多式联运展活动平台,精心打造“黄金60秒”跨口岸业务对接活动;探讨加强与中国海事仲裁委员会合作,助力构建国际法治化营商环境和强化行业人才培养与数字化转型,提升分会服务能力。

在接下来的发言交流环节,与会嘉宾充分肯定了分会秘书处所作的2025年工作报告及2026年6项工作计划,并为分会的发展提出了众多宝贵建议,如:加强航运、港口、铁路、公路等资源的对接,完善多式联运服务体系,加强多式联运典型案例研究与分享;拓展各地口岸活动,加强合规管理,参与完善海外综合服务体系建设;加强与海事仲裁、海事、海关、边检等部门的交流与沟通;扩大会员企业类型,为会员企业跨圈链接、跨领域交流创造条件;加大对行业复合型人才的培养力度,以及加大海外资源、渠道建设等。

会议最后,王海建会长为2025年年底加入分会的两位执行副会长和一位常务理事颁发证书。本次会议得到分会执行副会长单位浙江湖州华凯国际货运代理有限公司的大力支持。

China Communications and Transportation Association – Shipping and Logistics Branch 2026 Annual Work Joint Conference Successfully Held

On March 16, the China Communications and Transportation Association – Shipping and Logistics Branch (CCTA-SLB) held its 2026 Annual Work Joint Conference in Huzhou City, Zhejiang Province.

Li Zuomin, Vice President of the China Communications and Transportation Association(CCTA), attended the meeting for guidance. Wang Haijian, President of the CCTA-SLB and Vice President of Shanghai International Port (Group) Co., Ltd., (SIPG) attended the meeting and delivered a speech. Chen Hongbing, Executive Vice President of the CCTA-SLB and Editor-in-Chief of China Shipping Gazette(CSG), attended and presided over the meeting.

In his speech, Li Zuomin, Vice President of the China Communications and Transportation Association, stated that in accordance with the spirit of the new council, the CCTA-SLB should clarify its mission of "serving the nation, serving society, serving the people, and serving the industry," and focus on building itself into a first-class national industry association. He noted that the shipping and logistics industry is a core component of the comprehensive transportation system and a key pillar for smoothing dual circulation and supporting high-level opening-up. In its future work, the CCTA-SLB must adhere to correct political guidance, anchor the right direction; focus on its primary responsibilities, serve industry development; deepen open cooperation, expand development patterns; and uphold membership as the foundation, enhancing service efficiency.

He further emphasized that under the new circumstances, the Central Committee of the Party has put forward new development requirements for the work of national associations. The CCTA-SLB's next steps will face three transformations: first, shifting from primarily focusing on conducting activities based on its own needs to prioritizing services based on the broader development landscape; second, shifting from primarily expanding its membership scale to prioritizing the construction of a well-balanced, complementary association ecosystem; third, shifting from primarily relying on emotional bonds among members to prioritizing value and benefit returns among members.

He concluded by stating that the conference had a clear theme, combining collective wisdom with focused content, making it a pragmatic and efficient meeting.

In his address, Wang Haijian, President of the CCTA-SLB and Vice President of Shanghai International Port (Group) Co., Ltd., stated that just after the conclusion of the National Two Sessions, the "15th Five-Year Plan" outlined deployments for building a high-level market economy system, expanding high-level opening-up, and promoting green transformation. As a core link in comprehensive transportation, shipping and logistics is a key force for smoothing dual circulation and supporting the "go global" of Chinese manufacturing. The industry is facing a critical window for transformation and upgrading. As the only industry association serving the entire shipping and logistics industry chain nationwide, under the strong leadership of the China Communications and Transportation Association, the CCTA-SLB worked diligently and innovatively over the past year, uniting and leading all members to work together, closely following the directions of "globalization, digitalization, and greenization," and successfully completed its 2025 work objectives.

He also noted that the CCTA-SLB strengthened organizational construction, built digital platforms, compiled booking guides, and improved its comprehensive service network; implemented an overseas strategy, engaged with international organizations, and conducted overseas compliance salons to safeguard members' overseas expansion; deepened port coordination, with various ports across the country hosting diverse activities, forming a cohesive national strategy; empowered talent cultivation, with the CCTA-SLB's business school holding multiple public and practical courses to supply professional talent; strengthened its exhibition platform, with the International Port&Shipping Logistics Expo and the "Golden 60 Seconds" matchmaking event becoming important vehicles for resource integration; and advanced standard setting, with the global launch of the "General Assessment Principles for ESG Practices in International Shipping and Logistics Enterprises," filling a gap in the industry. He expressed sincere gratitude to everyone for their hard work in achieving each of these accomplishments.

Furthermore, he mentioned that under the new circumstances of adjustments in the global trade landscape, digital transformation, and green development upgrades, the CCTA-SLB should, standing at the new starting point of the "15th Five-Year Plan," propose five work requirements based on the needs of serving national strategic decision-making and addressing the market development demands of members: first, build a solid bridge between government and enterprises, accurately conveying development directions; second, accelerate the development of industry standards, guiding standardized development; third, deepen the global network layout, assisting members in going global; fourth, strengthen and enhance brand activities, building industry connection platforms; fifth, strengthen talent and digital development, solidifying the foundation for growth.

Chen Hongbing, Executive Vice President of the CCTA-SLB and Editor-in-Chief of China Shipping Gazette, stated that the work of the CCTA-SLB is inseparable from the strong leadership of the parent association, the solidarity and cooperation of leaders at all levels within the CCTA-SLB, the strong support of member units from various regions, and the diligent work of the Secretariat colleagues. He believed that with the trust and support of all parties, the CCTA-SLB's work would achieve even greater results, better leverage its platform role, and contribute to the nation, the industry, and its members.

He also introduced the specific details of the "The 4th International Supply Chain Logistics Exposition(ISL Expo 2026)," co-hosted by the CCTA-SLB. This year's exhibition will add new categories such as power batteries and energy storage containers, industrial robots, semiconductors, and consumer electronics, on top of the previous categories which included photovoltaics, home appliances, automotive and parts, engineering machinery, tires, cross-border e-commerce, steel products, furniture, cold chain, pharmaceuticals, and chemicals. A total of 15 industry forums on product exports and international supply chain logistics will be held. He looked forward to gathering with all parties across the industry chain at the Shanghai Convention & Exhibition Center of International Sourcing from April 22 to 24, 2026, to share opportunities and seek development together.

Wang Xiuping, Secretary-General of the CCTA-SLB

Wang Xiuping, Secretary-General of the CCTA-SLB, delivered the 2025-2026 work report on behalf of the CCTA-SLB Secretariat.

Wang Xiuping stated that in 2025, the CCTA-SLB focused its work on six key areas: strengthening organizational construction to create a comprehensive service network; implementing an overseas strategy to build a global cooperation network; deepening port coordination to upgrade the comprehensive service network; empowering industry talent to build a long-term learning system; strengthening the exhibition platform to integrate high-quality industry resources; and advancing standard setting to standardize ESG development in enterprises. These efforts received unanimous praise from various sectors of society and member units. Additionally, in 2025, the CCTA-SLB actively participated in co-hosting the "3rd International Port&Shipping Logistics Expo & Multimodal Transport (Shanghai) Exhibition" and the China Communications and Transportation Association – Shipping and Logistics Branch 2025 Annual Conference, and created professional events such as the "Golden 60 Seconds" Cross-Port Matchmaking Conference.

Regarding the CCTA-SLB's work plan for 2026, Wang Xiuping emphasized that under the correct guidance of the China Communications and Transportation Association and Branch leaders, and in accordance with the unified deployment of the Association, the CCTA-SLB would deeply grasp the key priorities and requirements of the "15th Five-Year Plan" development, further leverage its bridging role, and strive to: smooth government-enterprise communication channels, accurately convey policy directions; promote the drafting of the "International Supply Chain Logistics Enterprise Service Capability Assessment" (Group Standard), guiding standardized industry development; deepen the global network layout, assisting members in accessing overseas resources; strengthen the International Port&Shipping Logistics & Multimodal Transport Expo event platform, meticulously crafting the "Golden 60 Seconds" cross-port business matchmaking activity; explore enhanced cooperation with the China Maritime Arbitration Commission, aiding in the construction of an international rule-of-law business environment; and strengthen industry talent development and digital transformation, enhancing the CCTA-SLB's service capabilities.

During the subsequent exchange session, attendees fully affirmed the 2025 work report presented by the Branch Secretariat and the six work plans for 2026. They also offered numerous valuable suggestions for the Branch's development, such as: strengthening the integration of resources in shipping, ports, railways, and highways, improving the multimodal transport service system, and enhancing research and sharing on typical multimodal transport cases; expanding port activities in various regions, strengthening compliance management, and participating in improving the overseas comprehensive service system; enhancing communication and exchange with departments such as maritime arbitration, maritime affairs, customs, and border inspection; expanding the types of member enterprises, creating conditions for members to connect across circles and engage in cross-disciplinary exchanges; increasing efforts to cultivate interdisciplinary talent; and intensifying the development of overseas resources and channels.

At the conclusion of the meeting, President Wang Haijian presented certificates to the two Executive Vice Presidents and one Standing Director who joined the Branch at the end of 2025.
